How to unlock the The Finer Things achievement in Dead Rising 3 - Definitive Guide
The whiskey appears on the map as all other collectibles. However 2 of them are not unlocked until you reach a certain part in the story. Both are in garages and are fairly obvious in their location.

Come on Capcom, this is ridiculous. 2nd glitch for me in this game. I got 29 bottles, and no other spot on the map left. i already finished this dlc, so i have to do another walkthrough. i hope there will be 30 yellow spots on the map....

I see people having issues with the achievement glitching but if you haven't played this DLC yet, this is how I did it and my achievement popped with no problems.
Once you start the story up, it wants you to go talk to a guy name Spyder. DON'T!. Go around the entire map collecting all the whiskey bottles you can. They are marked on your map so finding them is fairly easy.
There are 3 Whiskey Bottles that are story driven. So until you get to this point in the story, you won't be able to get all the whiskey bottles.
The first one which is between Sunset Hills and Central City on the right side of the map under the bridge. You can't get in until you talk to the guy to get his bike. At that point the cage is unlocked and you'll find the whiskey bottle behind a garage door inside.
The 2nd whiskey bottle in the story you'll get is towards the end when you are collecting the other head bikers rings. In South Almuda near the bottom left corner of the map you'll be able to go inside a warehouse building from the backside. You'll kill the head biker out on a roof. On that roof, there is an open door you can walk in and that's where you'll find the 2nd story driven whiskey bottle. Just don't fall through the hole before you collect the bottle.
The 3rd whiskey bottle is the last one you'll get as this at the end of the DLC. It's setting up in Ingleton near the top left corner of the map behind a garage door. At the end when you open the garage door, a roller hawg is setting in there waiting on you. To the left on the wall you'll find the last whiskey bottle.
At this point, once you have collected the last whiskey bottle, your achievement should pop.

I think the 2nd story one, on the room in the roof, is actually available earlier. I'd gone up there via the stairs by the fireworks shop.

Actually, there are only 2 Whiskeys that you can't get until you advance in the story, the one in Central Storage, and the one in the garage in Ingleton.....

Here's a guide what you can do, if this achievement glitched for you as it did for me (or other people on the web):
The problem:
We want to collect all 30 bottles or get a story achievement, but there are some problems:
First bad thing: Because DR3 saves your progress overall every restart of the story, it won't help if you restart to get the 30 whisky bottles or a glitched story cheevo.
Solution: You need a fresh DR3 save on your account!
Second bad thing: The XBoxOne automatically syncs your savegames to Microsofts cloud services... So you don't want to lose your progress.
Solution: You need to delete your save only on the console!
The solution:
So here's what you need to do:
1.) Go offline (and make sure you stay offline! I've selected "disconnect wireless" and that worked for me) so your save isn't synched automatically.
Note: Achievement unlocking doesn't work offline, but the XBox will remembrr which you got offline and will unlock them silently after going back online!
2.) Delete your savegame locally. Do this by going to "My Games and Apps", select DR3, press the start button, choose "Manage Data" and scroll to the right to see your save game. Select it and choose "Delete locally".
3.) Now you're back at level 1 without any comboweapons which makes the game incredibly hard, especially killing the three captains. My tip: Level up by collecting whisky bottles, Frank statues, the custom bikes and every other collectible and use the points to level up your energy and inventory. Now build two of the Shotgun/Assaultrifle comboweapons, take enough food with you and face Razorface, he's the toughest captain. If you beat him, the rest is easy going.
4.) If you need two achievements like me ("Hawg Heaven" & "The Finer Things"), do them seperately. Last time, my last whisky bottle was the one next to the rollerhawg and then both cheevos glitched for me. So get 28 whisky bottles or sth, get the bike, then the 29th bottle in the garage and then the 30th somewhere else.
If you have done everything for the achievement, remember: You won't see it poppin', because you're offline!
5.) Now you can go back online: Press the Guide Button, connect to XBoxLive/Wireless and go back into the game. Walk around a few seconds (give the Box time to sync), press the Guide Button again, open your achievements and you should see them unlocked! They don't pop, they're synced silently!
6.) Now you want to restore your savegame. For this, go to "My Games and Apps", DR3, press the start button, choose "Manage data" and scroll to the right. Choose your savegame, select "Delete locally" and go back to DR3. The game should restart and then starts syncing your savegame back from the cloud to your console.
The conclusion:
That's how it worked for me. Microsoft says on their help pages, that the box askes if there is a conflict between local saves and cloud saves, so it should not happen that you overwrite/loose something.
For sure: No guarantee, that maybe sth gets lost if you try it, but it shouldn't, as mentioned above.
Hope this helps :)
P.S.: A funny fact: It shows that I have unlocked these two glitched achievements before unlocking the final DLC achievement. I think the game tries to make fun of me...

You're awesome, it worked like a charm. I had already tried other methods of deleting local save and staying online but not letting cloud sync with old save but that still never popped the achievement like people said it would. On my 4th playthrough doing it the way you said worked, now I've got to try this with the 4th DLC which I've had achievement issues with as well.

This is part of the Chaos Rising DLC.
There will be 30 bottles of Special Reserve Whiskey and they will be marked on your map by a yellow circle with a cross inside of it. These indicators will only appear when you are within range of the item.

Marked on the map with a circle with a plus, there are 30 of them in total.
