M. Bison is unlocked after collecting 15 Hero stars

This achievement can be accomplished by playing through a good portion of the DLC while wearing the M. Bison costume, you can gain scrap from trials, missions, treasure chests and killing zombies.

If you want to get this achievement quick, I'd recommend checking lockers or treasure chests for scrap. Basically, any searchable container can give you scrap, the most I've managed to get from a searchable object was 4,000+ scrap, so you can get this achievement quite quick by searching around the map.

I got this very early in the DLC before I ever left the mall in Case 1. Once I got the 15 stars to unlock Bison, I hit several of the ATM's scattered around the mall. They are at several points, certainly one in the convenience store and one sitting next to a vending machine you will pass. ATM's may not always give you scrap but when they do, it will be $1k plus, usually $2k-$3k each time. I got this in about 5 minutes of having the Bison costume. Good luck :)

I found 2 locations that give you about 98% of the scraps needed.
