How to unlock the Innovator achievement in Dead Rising 4 - Definitive Guide
This is less of a guide and more of a heads up to anyone looking to complete this achievement and / or going for the 100% Journalism ranking.
Despite various patches, this achievement has a very notorious bug which can ruin your entire save. Many of the blueprints that appear in the mall also spawn during a multiplayer session. DO NOT PICK UP ANY BLUEPRINTS DURING A MULTIPLAYER SESSION.
Any blueprints you pick up during multiplayer run the risk of not counting towards your single player tally. They will appear in your blueprint inventory but will not count on your statistics page. This will prevent the achievement from unlocking, lock you out of the 100%, and force you to delete your save and start from scratch.
Ideally, it would be best to avoid playing the multiplayer until you've completed the single player due to various wonky glitches that can turn up.

I did multiplayer first and picked up a lot of blueprints. One of which was Acid Maul in Medieval Town Museum on mp. All blueprints I picked up in mp transferred over to my single-player game except Acid Maul bp. Turns out it is in a different location now so you don't miss out on Innovator. Acid Maul has moved to a locker in the Baron Von Brathaus freezer (the bp is in a locker and the key for the locker is at the castle table). You now have to at least start the distress call mission that is in that location for the freezer door to unlock. After the fight at the junkyard in Case 2 you will trigger the distress call. If you go there and there isn't a survivor inside the freezer asking you for help then you need to start a new game. I would go there immediately after the junkyard fight in Case 2 ends and as soon as you trigger the distress call so you don't miss it.

There are a total of 47 blue prints located during the single player portion of the game. Of these, 2 of them create 3 variations.
These are generally found as the little blue markers on the map (which can be made visible in each of the safe house after unlocking them from the vendor).
You also get a blue print after each case up until case 5. However half way through case 5 you will hit a point of no return. So if you have all blue prints except for one melee blueprint at that point, don't worry, you get the tripod zapper blue print for completing case 5.
All blue prints for this achievement are obtainable in your first playthru. Actually, if you have them all you will unlock this achievement before case 5 achievement.

Didn't pop for me after buying the last blueprint (may have caused it to glitch out).
Picking up the forced blueprint in the prologue did the job though. So if you're stuck at 55/55, give that a try.

There are 47 weapon blueprints in story mode, plus 8 vehicle ones – some are given to you as you progress through the story, others you have to find in the world. Thankfully, once you level up your safe houses, you can buy maps in them that will lead you to blueprints.
