How to unlock the Otis Would Be Proud achievement in Dead Rising 4 - Definitive Guide

I completed this on Case 2, might not be possible on Case 1 since it looks like the encounters are pre-programmed during this case.

Immediately upon starting Case 2 (or really, anytime after), turn around and head back into the mall and make your way back into the Willamette mall safehouse. From here, you're going to exit out the double doors/garage on the main safehouse level (to where the tables with the food are) and head hard left (like they forced you to do on Case 1). Go through the areas with the busted cars to a set of double doors. Opening the doors leads you to a set of escalators. Walk up these to the main mall floor.

Right up here a survivor will often spawn with a modest amount of zombies around them, which should be easily dispatched without trouble -- assuming you has a decent combo weapon.

Once complete (or if there wasn't a survivor here), head back down the stairs and back into the safehouse. Talk to a vendor to ensure it registered you in the safehouse (may not be necessary as you just might have to enter the safehouse, but I did this as it seemed to fix any registering issues). Doing this will reset the area where the survivor can spawn, so head out to the same place as listed above to see if the survivor indeed spawned. If so, great! Kill and get another survivor added to the count. If not, just head back to the safehouse, talk to a vendor, and repeat.

Doing this should quickly max out your Willimette mall safehouse survivor count and get you the achievement (as well as unlock all the maps on the location vendor).

I don't think that works anymore, now you have to do some reload checkpoint exploits, for example........

Here is a tip to upgrade the Old Town Shelter quickly: the is a "Survivor Spawn", behind the Columbian Roastmasters, right next the the safehouse........

1) go to that location & kill the zombies to get that survivor in your safehouse

2) then you want to run into the graveyard till you see "Checkpoint Reached"

3) Press cn_start and "Load Last Checkpoint" (You will end up back in the graveyard)

4) as soon as it loads, turn around, and run back towards the Safehouse until you see "Checkpoint Reached" on your screen again......

5) Reload Last Checkpoint again (you will be back in the safehouse again)

6) run back and save the survivor again......rinse and repeat.....

Important note: If you see (and save) the survivor after reloading your Graveyard Checkpoint on the way back to the safehouse, you will need to trigger the safehouse and /or the graveyard checkpoint again.....this method is a pain in the butt, but it is consistent.....

I need help with this I'm on case 3 and when I go back to the mall none of the vendors are there so I saved survivors and none of them count it'll say clear rescue fugees or whatever I don't know where that is cause there I've already cleared out the shelter so I don't know what's wrong

I had this issue -- you'll have to restart the game at case zero and re-clear out the shelter. I'd advise getting the shelter up to level 5 as soon as you can, since when I did this, I stopped having the above issue. (Its one of the many fun bugs you'll encounter in this game).

it appears that during certain parts of cases saving a survivor will not count towards upgrading that areas shelter. A way to check if they will count is to open the map and hover over a shelter and if it says lvl. 0 (even if you already have it upgraded) then those do not seem to count.

It's almost like certain parts of missions lock out upgrades for some reason

Almost had all my shelters leveled up and they all reset to 0
Happened between Chapter 3 and Chapter 4.....was hoping it would work itself out before the end of the game.....it didn't.
Guess I'll fire up Case 0 and start over.

You can restart from Case 1, no need for Zero. Had it happen between 3 and 4 for me. Was 2 survivors from complete on the final shelter. Going to try just that one and see if still unlocks the trial for all 4.

Same problem here. I'm in case 2 and the mall shelter is empty.
What's the best solution? Restart the game completely?

I did something similar to Warboy925, but with the mall safehouse and original poster’s event. I just drove out of the underground level to Old Town and a checkpoint popped. Reloaded checkpoint. There is another survivor that kept repeating at the top in old town also. But every time I went back down to the mall safe house and to the original poster’s Survivor, the door was shut and they were there. Might not need to reload. Might just need to leave to old town and come back.

You don't need to wait for checkpoint reached, every time you save a survivor it autosaves (you can see the save icon in the top right). Run to survivor, reload checkpoint, run to survivor reload checkpoint. They don't spawn every time but pretty much.

In the mall area, continue to save survivors during events that pop up from zombies. Each survivor saved will increase your mall shelter progress and level it up. You can also buy new unlockable items too once your level goes up. Some, if not all, saved survivors will show up in the shelters too, including a survivor called Otis, though this is likely also a nod towards Otis Washington from DR1.

Requires saving 15 survivors in the mall. If they die, that's ok, they respawn infinitely.
