Fairly easy, as combo weapons are the best weapons in the game. You'll unlock this over time as you play the story. The game will teach you how to make a combo weapon as part of the tutorial and you'll get many opportunities to make new combo weapons as you play the game.

Self-explanatory. You have to get blueprints in order to be able to create combo weapons. However, once you have a blueprint, you can create the same weapon over and over 50 times.
