Lot easier than the original, in the safe room in the main room where Jessie and Brad are there's a locker next to the door facing Otis. In there you can change your clothes to what you have available, if you haven't unlocked it, then it'll tell you the store and Plaza/location where it is.

I have one set of glasses left which are the ones in Al Fresca Plaza in Eyes like Us. I’ve been to all of the glasses and it’s not unlocking the achievement, is this a known bug?

I actually had the opposite of the above! the fourth set of glasses say they are found in the Paradise Plaza - Universe of Optics and I ended up going there 3/4 times and never got it. I then remembered going to the glasses store in Al Fresca in the original game for this achievement so went there and tried those on and it worked.
It may be that Capcom messed up the labelling and they are opposite ways round? Maybe try everything in Universe of Optics in Paradise Plaza and see what happens?

In total there are 46 different items of clothing you need to equip. Default clothing, challenge clothing and dlc clothing don't count. Only clothing you get from the different shops in the Willamette mall counts. All the clothing you need can be found in the following areas/shops.
The clothing isn't named in game sadly. I believe some of the clothing in the locker menu is mislabeled on where you can find it. Best to interact with everything in each shops listed below.
