For the most part, the people are found in the order the appear on the list. So if you just found Paul the Pyromaniac and still haven't located #21 Bill, you've almost assuredly missed your chance. But Notebook info DOES carry over if you beat the game and save so get what you can when you can and be on the look out for the rest next time.

For this achievement you have to meet & photograph every survivor and psychopath....This can be done across multiple playthroughs with the same same save file, but I recommend just doing this during an all survivor Saint Run. If you missed a photograph, you can take pictures of survivors in the security room anytime before the end of the game
