You can get the a multitude of ways (go find 20 sub machine guns) or go to the gun store and keep shooting pistols. You can also get the convict's machine gun off their vehicle. OR you can wait later in the game when you get easy access to machine guns.
Which I recommend going into the meat locker below Seons and shoot a dead meat hanging without missing to obtain this achievement:

72-hour mode: Go to the fountain in Al Fresca Plaza and grab the uzi. Fire off all bullets, leave towards the Entrance Plaza, Re-enter Al Fresca, grab the uzi again and repeat.
Overtime mode: Get a machine gun from a special force agent and kill a few others. It’ll take about 7 of the special force machine guns to fire off 1,000 bullets.
