To get this one, you need to actually craft a weapon. Oh! Yes sorry I should have been more specific. My exact setup, starting from top left going to bottom right is: Rip Core, Military Engine, Heavy Standard Frame, Directed Ejection Field, Default Tip, and Electric Charge. Hope that clears it up :)

Another easy way to do this, if you haven't done it by campaign end, is to go to chapter 9 on casual and create the Compact Elite Suspended Ripper with electrocution module.
After you have made it, go to the basement, the same place you get hungry and destroy the feeders with the weapon. Important thing to note is you cannot restart the checkpoint, as it deletes progress made towards the weapon. However, if you destroy the first round of feeders, run through to the point where you have to stasis the crushers and in between the two crushers more feeders come out and you can just go to town with your ripper. You will easily get 30 kills here.

Was just going to add my own and your method is exactly what I did for my achievement. Also used the same spot for acid and melee kills. Already had my explosive kills from playing through the game but it's the perfect spot if you haven't built an explosive weapon. Very easy

The one is perfect, there's a bench right in the start of ch. 9, took less than 5 mins for it to pop :)

To get this achievement you have to craft the weapon at a work bench. Just add the Ripper attachment, and the Electrical Charge Secondary attachment. Here is a video guide on how to get this achievement.

In this video he has the blade constantly spinning, this isn't necessary. I got the achievement shooting electrified sawblades.

I did this in the beginning of chapter one with unlimited enemy spawns before getting to the car, plus I modified the "Disembowler" ripper gun to shoot straight out, I aimed at the wall behind where the enemies spawn and hit RB to electrocute 2 enemies at a time, got it in less than 5 minutes...

If like me you went for this late in the game here's a great way to get it with a powerful & useful gun.
There is a weapon called the 'Disemboweler' which is a unique weapon you can find a blueprint for (probably from optional missions or tungsten crank rooms). It costs the following:
565 tungsten
2,160 semiconductors
3,350 scrap metal
If you build this you can use it anywhere in the game progression. I got this at act 14 or so.
