How to unlock the There's Always Peng achievement in Dead Space - Definitive Guide

Missable! You can first see the Peng Treasure as you exit the USG Kellion in Chapter 1. It's sitting on the other side of the railing, however you cannot pick it up until Chapter 11 since you do not have Kinesis yet. During Chapter 11 you will return to the Docking Bay and you will see the Peng Treasure in the same place as before, just use Kinesis to pick it up and the trophy and treasure are yours.

Despite the fact that you can see this figurine in Chapter 1, you will be able to pick it up only in Chapter 11, when you return to the zones from which the shuttles depart. The picture shows what it looks like and where it is, use kinesis to pick it up, you can sell it in the store for 30,000 credits. She has no other goal.
