If you have the DLC, I did the following:
1) Play local multiplayer, you as Rajput, opponent as Shaolin Monk
2) Throw 2 chakrams. This will harm your opponent enough that two hits should kill it.
3) Run to your enemy, then hit Y and Y when you're up close.
I did best 3 out of 5. The decapitation only seemed to happen the very first round, when the chakrams would throw at a higher arc and land near the monk's neck. But 1 out of three was decent enough while going towards the 1K kills needed for the Rajput title. You can probably do with just best 1 out of 1 if you are hurrying for this one.

Heart, Break, Cid
You should easily get this over time, decapitations are slicing off your opponents head, limbs don't count as they are amputations. Be sure to use a sharp weapon!
Alternatively you can use the same method as "Black Knight" to get easy decapitations. Use the Pirate and a second controller on local battle (use the Spartan to count towards "That Was Sparta!") and use the Pirate's special bomb move (press 
+ 
).
