When you stand near other players, there is a suspicious meter that alerts them of someone that could possibly steal their ID. As a Kira Follower or as Kira, this actually allows you to directly do so, which is how you can kill them via the Death Note. However, Kira Followers can't kill with the ID, so grab what you can during Kira Command Cards and pass them off to Kira.
