First: be Kira. Either from getting the Death Note handed to you by the former Kira, or by starting a match as Kira.
Second: know someone's true name. This can be retrieved by stealing their ID, getting an ID given to you by a Kira Follower, or learnt through failed arrests.
Third: using the Death Note, write someone's true name in the Death Note and choose the street in front of the TV studio and convenience store. It'll give you "Died in an accident in front of the convenience store." Their death will happen soon thereafter.
