You must be a Kira Follower in order to pass IDs on. Wait until a Command Card from Kira is passed, then stealthily sneak in and take some IDs from Investigators as they're working on the progress. After that, you can communicate with Kira to meet somewhere and briefly give them an ID to kill an Investigator.
