DEATH NOTE Killer Within

The minimum amount of criminals that can be judged, by default, is 5. This can be modified in room settings to allow a maximum of 8, though, meaning you'd only need six and a half matches this way. Otherwise, around 10 would be expected. But to judge criminals, you break out your Death Note and there is the default option to kill criminals across the map. But be careful, as NPCs will tattle on seeing you writing in the book, as well as it can reveal you if a PC comes near.
