Press and hold any direction on the D-pad (I used Up). Then, press LB, LT, RB, RT repeatedly (not all at once, but just press them one at a time) All 4 blocks should move up and down as you do this, and at some point the game will recognize as all of them "dancing" and award you the achievement.

As the description states, you need to make all four players dance at the same time (use the 
to make them dance). You can do this with one controller (thank you to erincka for this information!)
If using a single DS4, the
