When out in the world (while playing online, in an area connected to the chiral network) you can press View (left side of Xbox button) to call out to other players. Occasionally you will receive a shout back, this is what prompts the achievement to pop.
I'm unsure if this is related to your direct proximity to other players in their own worlds, or their structures, but this is very easy to achieve in the opening area of the game (after the prologue).
If you're having trouble, just spam the View button as your traverse the world.

I got it while playing offline and I don't have game pass for multiplayer. You don't actually need online multiplayer subscription for this.

While you're out in the world press the touch pad and Sam will shout and it will echo. If another player had shouted in the same area there is a chance that the shout will be "returned". This will pop the trophy. I just spammed the button on my first few delivery missions and it popped in chapter 1.
