Another misleading description. You might think you have to physically escort the mules but all you have to do is knockout all enemies in a camp. Make sure to use non lethal methods such as melee attacks and non lethal assault rifles to prevent a void out. Achievement will unlock once the final enemy has been taken down

does running over them with a bike counts as a lethal kill?

Good question. Surprisingly no hitting any enemy with a vehicle is actually classed as non lethal so feel free to drive over enemies
