This achievement is a straightforward part of the story and unlocked relatively early on, during Chapter 2. It will unlock immediately after you connect the "Waystation West of Capital Knot City" to the chiral network. (The first time you see Sam use the floating necklace of silver bars on a machine/terminal.)
The game generally walks you through the mechanics to get this far, giving you only delivery options that will move you toward this objective.
If you find yourself headed toward the "Distribution Center West of Capital Knot City" then you have gone past the first Waystation. (The deliveries should not point you toward the Distribution Center until after you have this achievement.)
