There’s a side quest for the Junk Dealer that will introduce you to this mechanic within Chapter 3. I imagine you could do this at any point before if you managed to find chiralium-contaminated cargo.
All you need to do is head to the lake which can be found south of the Junk Dealer. Once there you’ll need to be holding a piece of contaminated cargo, Sam throws further with his right arm but either will work, I’d recommend using R2 though.
Hit Square to punch - whilst in the swing motion with cargo in hand, release whichever trigger you’re holiday and Sam will launch the cargo. As long as it lands in the body of water the trophy will be yours!
