How to unlock the Trail-Blazer achievement in DEATH STRANDING - Definitive Guide
Need to get all buildings to level three for this one and it can't be finished til the end of Chapter 5.
• Bridge
• Generator
• Postbox
• Safe House
• Zip-line
• Timefall Shelter
• Watchtower.
The easiest way to do this is to choose a city that's not far from a lot of other Locations and not far from other cities. (I chose just outside of South Knot City). Build a Watchtower first then upgrade it to level three, this way you can see materials further away.
Then build and upgrade the postbox next door to it. Build a timefall shelter behind these two. Upgrade it to 3.
Those are the best three to start with. If you use the second road fabricator to build nearby, The shelter should generate more likes for you as it's near an timefall hotzone.
Build You Zipline so it links up to Mama's one and upgrade it to two. Then start on your Safehouse (build it next to the postbox) and try to upgrade it to 2 (or as close to two as you can get it).
If you need materials, raid every NPC safehouse and City as you do standard deliveries. At this point both the Safehouse and Zipline are level two. Focus on the safehouse as it requires more materials. Once that is level three. Chose a location nearby and build a bridge (somewhere people are likely to use it), if you don't mind a trio, north of the Photographer is a set of deep rivers. You can build and upgrade one there last of all to generate easy likes.
Upgrade the zip-line to 3 and now finish the bridges uogrades as the materials are really easy to find out in the wilds and inside cities and safehouses.
Focus on your own buildings as I helped upgrade another players bridge to level 3 and it didn't unlock until I'd done my own one. Just to be safe, focus on your own.

Contrary to what is said above, upgrading other players' structures to level 3 does count towards the completion of this trophy. But you need to be the one making the upgrade, you can't just contribute to it.

Just to comment further on the above, upgrading other peoples structures does go towards the trophy, but upgrading NPC’s structures (e.g. the watchtower outside Capital Knot City) does not go towards the trophy.

@SolaceCreed 's post is great. I just wanted to add some color since this one gave me fits, and I spent way too long repeating my work.
TLDR; DO NOT upgrade NPC structures. Make sure they're yours, or another player's. Green ones.
I started this right after beating the game while at Capital Knot City. There were plenty of resources there, and I could zip to the Waystation West of Capital Knot pretty easily. AND I hit the jackpot because there was an L2 Shelter right there next to the Waystation.
I upgraded already existing structures in that area which seems to have been confirmed as acceptable here and elsewhere. Had one of each structure on the 4th tab in my Bridge Link page, but still nothing.
Spent an hour lugging Special Alloys, to another Shelter that was L1. My thought was I still needed to get each structure from 1 to 2 on my own. Still nothing. Got it to L3 myself thinking maybe it had to be the same one which took twice as many trips. Nothing. Then it occurred to me that when I started, the Postbox I upgraded was built by the Capital Knot Captain(?). Built a Postbox and upgraded with 800 metals that were just around. And pop. So stupid. Learn from my mistake. Don't be like me.
Here are the costs for each structure if you're checking which area might have the most nearby loot before you start building.
Bridge 0 / 96 / 500 CCrystal 800 / 1600 / 2800 Metals
Generator 0 / 0 / 100 CC 0 / 400 / 400 Metals
Postbox 0 / 0 / 0 CC 0 / 200 / 600 Metals
Safehouse 300 / 500 / 1000 CC 2400 / 4500 / 6840 Special Alloys
Timefall Shelter 0 / 32 / 300 CC 0 / 400 / 1200 Metals
Watchtower 0 / 32 / 150 CC 0 / 400 / 800 Metals
Zip-line 0 / 0 / 300 CC 0 / 240 / 1440 Chemicals 0 / 480 / 1440 Spec Alloy

You can see what you have already improved in your player card in the build menu

After opening the cable, you can improve all the buildings. It’s better to do it near the terminal, install your own or improve other people’s buildings to level 3. A lot of resources are required just for the cable and the base

According to the plot, when you are given a cable, “MOM” will offer to test it and 3 cable supports will already be built near her shelter, do not improve them, they do not count towards the trophy, although they are listed in the statistics of the most improved structures.
The plot base can be improved.

Trophy is potentially glitchy
You need to build and improve it YOURSELF

1.9 update. improved other people's buildings, mainly those that were already level 2 - the trophy fell without problems
