Use 2 controllers for this to make it easier. You could mod your game to make this easier also. When you start a round, buy the first item on the third row. When the round starts, do not change your direction you shoot, leave it straight up, and max out the strength. Meet up with your second controller. After you change your weapon to the MIRV, shoot. After that, move out of the way and move your 2nd controller right in the path. Make sure the 2nd controller has full health still before you hit it with the MIRV.

I swear I've done this a hundred times now, but the achievement will not unlock. I have modded the game to make the tanks have 45 health, the mirv doing 60 damage, I am having it straight up, full power and one shot kill. It will not unlock. 2 teams, my other profile on the opposing team, to satisfy the "enemy" requirement. I was able to get missile master, but not this... What gives?

This is simple in "Create a Game". You are going to want to use a Target Comp, so activate it and make sure it is exactly straight up and down. Be sure to use full power because if you get hit by one projectile the other tank will not be destroyed. I drove my tank on top of the other tank that was standing still and then I aimed straight up in the air and when I made the shot, I drove away.

The way I got this was to set the MIRV damage to 1, area damage to 0, and tank health to 5, then just make sure all five MIRV missiles hit the enemy tank. Either shoot directly upwards while flying over the tank, or arc the shot just right that all the missiles hit their target. You can use a second controller to make it easier by placing the second tank in a suitable position, such as below you while you sit on a hill, etc.
