Since they've update the game, I found this random way to get this. Go to create game and go down to mods. Go into every option and un-check everything. Once thats done, go to the heavy weapons and go down to the Rolling Nuke, and max out/minimize the options to your likings. (min cost and weapon loading/ max shots, damage, and range). Also make sure you put a check by start and theme. Then back out and set the option so that you get a Theme round every time. Put 7 A.I. opponents in and start. Just keep clicking the 'A' button and you will get kills instantly. Do this for however long you want to get kills.
4 of my friends got this by accident. Eventually, a Rolling Nuke will flip you upside down and you will get credit for the kill while being upside down. This is totally random, and it might take a couple games to get this.

I got it with the help from the solution above. But with a different weapon, which I found out to be easier...Create a game, 7bots, easy, every round is a theme round. Then, when you get to the theme, where you only can use the turrets and can fly all the time, just shoot the turret to a close enemy and wait until he has 1/3 of his life. As soon as you see that he is low on life, fly up and then just press either RT or LT to rotate in the air. (It's important that you turn off the fly-helper in the options screen!) The turret then will destroy the bot and you will be rotating in the air. With a little bit of luck, you will get this on your 1st try.

I did a ton of rounds like this where I just spammed shoot immediately and nothing.
Then I tried holding left on the left analog stick and spamming shoot and got it second round. First round I was also spinning a lot. Seems to maximise your chances :)

The solution here is simply using jump jets and preparing a "hard shot" and executing both well. The variations are how you get yourself upside down:
#1
When you get ready to leave the ground you want to be already in a state of preparedness for a "Hard Shot" (i.e. red arrow extended straight all the way out, preferably at a 45 degree angle from the ground). Take off with the jump jets and cruise left our right using the appropriate throttle controls. As you are flying, try to aim for the tip of a pointed mountain that has a steep decline on the other side. Fly into the mountain and let the mountain tip you over and upside down. Release your waiting hard shot on the first available tank and pray for a bit of luck that it will be a kill.

Doing it without a mountain... If you fly very far up and apply one thruster you can spin over if you start angling upwards at 45 degrees... gain top velocity along that line... then applying full thruster to that direction. You'll likely can spin right around in that direction. As you complete your circle release your hard shot and make the kill to do The Vice.
Note: Three things, you may want to work on one tank prior to going in for The Vice maneuver to soften it up for your Hard Shot.

First, go in to Options and turn off Jet Pack helper. Then, create a game and buy a Jet Pack. Now, when you press both 
and 
, you will start to fly and then press either or to spin. While you are upside down, shoot a tank and destroy it. Choose the Death's Hand for this one since it has a big spread and heavy damage.
