Once you've completed a full first loop on single player you'll unlock "Protect the Loop" on the main menu. This will give you the opportunity to play as Julianna and invade other online players.
If you have a friend that plays Deathloop you can boost both online achievements by using the "Invade a Friend" option. Your friend needs to be playing online (not single player) and be on a map with a visionary present.
When invading a random game, ensure you have the "Masquerade" Slab equipped, use a rooftop to spot Colt first. Do your best to close the gap on him, then when in range use Masquerade to transform into Colt. The achievement so pop straight away!

You can do this with friends, as you can join a friend's lobby and get this with them, as well as a win with Julianna. In order to join a friend's game, there has to be a visionary on that map, and they have to have cleared the first few tutorial missions. (at least that's what worked for me 9/10 times). Press up on the d-pad and wait until you see a colorful outline of Colt's head and then press lb to "become" him. I'm not exactly sure of the range but you have to be relatively close to him in order to use the ability.

I openly ran at Colt and began using masquerade while he was shooting me. It's a blast. I don't think it's necessary to be secretive. It is only important to understand in advance that the masquerade is used from a fairly close distance; it will not work from afar. You need to use it while holding L1 on the target.
