The Garbage Collector can be found on "Karl's Bay" in the "Afternoon". The Collector is heavily armoured and difficult to kill unless you enable "One Shot Kill" in the options menu, then it becomes a breeze. Once in Karl's Bay, enter through the right-hand side door and follow the cliffside for 20 seconds until you come across an open door on your left. This door leads to the Garbage Disposal area where you'll find the collector locked in his room. Just open the door, kill him with 1 bullet and collect the "Fugue Slab" to get the achievement.

Before starting the level, at the loadout screen, be leave an open slab slot, or you won’t be able to pick up the Fugue slab

I found an easy way to kill him: approach his room with stealth, once you try to open the door with the bomb, he will slowly get out of this room walking in your direction. Stay in stealth and use the spiker cannon to shoot at somewhere behind him. This will make him turn around and investigate the spot you shot. Early on when landing in Karl’s Bay, you’ll hear a rumour about Frank throwing away his Slab. That Slab is Fugue, a Slab that sends the target into a state of intoxication. To get this, head to Karl’s Bay in the afternoon, head right out of the tunnels towards the coastline, then head left until you reach some stairs up (at the base of the large warehouse there). Once you have killed all of them, you can play "Hide and Seek" with the garbage collector. Run around the area using all the strongest weapons you have (i suggest the HALPS prototype) and use the healing station as soon as you are low on health. Another good ally is the turret that you can find inside his office. Use it to deal extra damage and to distract the enemy while you hit him with everything you got. If you play it safe, you should do it without much troubles. Once he dies, take the slab and infuse it.
