This can be done in Fristad Rock – Morning. The best slabs to use for this are either Havoc or Karnesis. Inside Ramblin’ Rock Club, Frank will be in his studio. You will need to equip a ClassPass to enter here which disables your slabs, however this can be removed in the room above Frank’s studio room where he will be located. Kill all the other enemies and lure Frank out of his studio. Now simply use your slab of choice on him until he dies. I personally used ‘Karnesis’ with the ‘Slam’ and ‘Suspension’ upgrades which allowed me to repeatedly levitate Frank into the air and then slam him into the ground resulting in a kill.
Another method mentioned by ‘Kapstokman’ in the comments was to use the Nexus slab and apply it to Frank and his two minions inside the studio then simply shoot one of the minions resulting in Frank dying. You will have to ensure you shoot one of the two minions in order to net you the achievement.

I tried twice with Karnesis without it popping. Then went with Nexus, tied Frank to his two buddies in the sound booth and shot one of them. Achievement unlocked.

Ok, that actually seems like a much easier method. Nice. I’ll add it and credit you. I personally tried Switch first and switched places with home right onto a proximity mine but that didn’t work. It’s handy to know there are at least a couple ways of achieving this.

- Long Way: During the exploration of Frank's house, you will find some information about ClassPasses that can be found in Charlie's lab. In order to enter Charlie's lab on Updaam (at Noon), you need a ClassPass. Once you get the ClassPass in Frank's House, go back to the tunnel and reach Updaam at Noon. Now, go to Charlie's lab and access the door. Inside, you will find a code that will disable Frank's ClassPass. Now, go back to Fristad Rock on Morning, enter the house of Frank and go on the back, finding the machine that can disable the ClassPass. Now, use Karnezis or Havoc to kill him.
