This can be easily done on "The Complex" during "Evening". As you'll only encounter Egor and his traps. Once loaded in take your first left, follow the frozen river to the right, hack the two turrets on the hill, jump over the wooden boards, remove trip mines before continuing forward to Egor. i tried to do this with Charlie and Mia and drowning them and none of the achievements popped. This method worked great.

White and Yellow alert levels are acceptable. This achievement popped even though I had some eternalists become suspicious of my presence. Just avoid the Red alert level.
I personally got this in Karl's Bay, Morning. (Finished the game prior.) There's a good route sticking to the left hand side of the map and circling clockwise to reach the lone Visionary's hangar. Master this route and familiarize the guards' patterns at the hangar. Quit to main menu if you get a Red alert and redo.
I tried getting 4 achievements in one go (this, no guns, don't kill eternalists, play a map after ending the game) but found it too hard not getting spotted. Just did this one separately with silenced guns and killed eternalists that were in the route.

Travel to Fristad Rock in the afternoon and take the right path. Work your way around the right side of the area toward the beach and tag all the eternalists, so you can track their movement. Once you reach the beach keep an eye out for the 2 enemies that patrol the far end of the ledge. One will patrol a few feet toward and away from the cliff. The other will either patrol to another enemy or to the other side of the last vehicle. After you see an opening, cloak and work your way around the cliff side and enter the bunker.
Then, enter the code in your notes to activate the console, open the door, and drop down the elevator shaft. Sneak up to the next floor where Fia and Charlie are and get in range. Next, use Nexus to link the two of them and shoot one of them with a silenced weapon. After they drop, work your way back to the eternalists near the beach.
This time, make sure you track the 2 patrolling enemies again. You can climb up the cliff just after the first vehicle, but be ready to immediately activate Aether to cloak again. You can hide behind the next vehicle to recharge you Aether before continuing along the left wall back to the tunnels. After exiting the level, the trophy will unlock.
