This is the easiest way I found to get the achievement and no, YOU DO NOT HAVE TO DIE to get the HALPS Prototype.
1) Go to the Laboratory Annex where the Wenjies are working. Kill the first 3 Wenjies in the room without being seen by the sensor in the middle of the room. It doesn't have to be quiet just don't let it see you.
2) Hack the 2 sensors in the HALPS room. Then place a hacked turret (there's a turret to the right of the previous sensor) & deploy it onto the X marked on the floor. Make sure it's facing the HALPS Gun. Then pull both levers and walk out of the room until it's safe.
3) You can just disintegrate the last Wenjie for the achievement. Though, I recommend disintegrating as many Wenjies as possible to avoid any confusion.

There's two parts to this achievement:
Part 1: Unlock the HALPS Prototype. Found in "The Complex" during the "Morning". Follow the path to the right which eventually reaches the Laboratory Annex. Inside the first building you'll find a room with the HALPS and two sensors watching over it. Do NOT destroy or hack the sensors. Walk into the room and pull both left and right levers underneath the HALPS prototype. This will then weaponize the sensors, making them fire a laser beam at you. Allow the sensors/laser beam to kill you and the HALPS will unlock allowing you to collect it.
Part 2: Kill a visionary with the HALPS. Either infuse the weapon (9,000 Residuum) so you can use it in the next loop or go to a location where you'll find a visionary to kill. In my video example below, I then went to "Fristad Rock" at "Noon" and Killed Fia Zborowska with the weapon in her bunked.

If you want to get the HALPS without dying and/or already hacked the scanners, another simple way is to place an active ballistic turret on the X marker on the floor pointing in the general direction of the battery station. This turns the laser sights of the turret into the HALPS beam as well and these will track back and forth across the room inevitably hitting the battery station on its arc.

HALPS prototype is the new Laser weapon added with the DLC and this is a very powerful weapon! Getting it is not very hard but it can be tricky and can kill you. Also, beware of Wenjie!
