The earliest you can attain this achievement is when you reach Player Rank 5. Go to the "Drone Modification" terminal located just to the right of the "Equipment" terminal on the Spacerig. Purchase and equip one mod from each of the 5 tiers. The prices will be relatively cheap compared to what you will have earned by rank 5. The achievement should unlock once you back out of the terminal interface.
