You will first need to complete the initial assignment that the game gives you in order to unlock the ability to select new assignments. Then, you will need to level up the character class of your choice to level 15. At level 10, you will receive a new assignment for a new primary weapon for that class. At level 15, you will receive a new assignment for a new secondary weapon for that class. Once an assignment is completed, you will be able to purchase the new weapon from the "Equipment" terminal on the Spacerig. Once both assignments have been completed and both weapons have been purchased, the achievement should unlock when you back out of the terminal interface.
