This achievement requires you to play with other players who are at least 10 ranks lower than your player rank. This does not mean your rank as a specific character (such as Gunner) but your overall rank that is displayed at the top right of the screen in the Space Rig.
With the recent addition of this game to the Game Pass, there are many new players and so this achievement is easy to obtain once you level up a bit.

Mine is glitched at 84%. Any advice?

A few people have said that every time the game has an update, certain progress achievements reset, but the achievement tracker will stay at the same value until you exceed that value. I've had this problem with completing 5 Deep Dives, as well as collecting 10 Bittergems. The only solution to this is to play the game as often as you can and try and get the achievements before an update resets the progress. This achievement should be okay, but the Deep Dive achievement requires 5 different Deep Dives meaning it takes a minimum of 2 weeks.
