Pretty simple to get this one:
A silver promotion is promoting a dwarf to bronze four times, at which point, your dwarf’s symbol outline will swap from bronze three stars to a silver one star. Do this four times and you’ll get the achievement. You can do this solo or in a group, obviously higher difficulty pays more but no matter what, just simple gameplay with all four dwarves will get it eventually. Rock and Stone!

I just unlocked this today, finally.
To give others a measuring stick on how long it takes, I WAS BLUE LEVEL 141.
I got all classes to level 1-star silver at the same time.
REMINDER:
Once the promotion assignment is started, use another class to do the required missions so the XP is earned.
i.e., You don't have to use the level 25 Scout to complete the Scout promotion missions.
