Each piece of gear holds tiers that all unlock at different levels.
Pickaxe: 2 tiers. Last unlock at Level 8
Throwables: 3 tiers. Last unlock at level 10
Equipment: 4 tiers. Last unlock at Level 15
Primary: 5 tiers. Last unlock at Level 16
Secondary: 5 tiers. Last unlock at Level 18
Once you have all tiers unlocked, buy one mod for each tier in your loadout and equip them. It should be noted that mods will need to be bought with minerals as well as credits.
