First, make sure the game is either set to hard or that you're playing online in a ranked match.
On the block level, finish your opponent off by sending him into the lowrider at the end of the block. Make sure this is your final blow to end the fight to get the achievement.

On the Block map, on the right side of the map, you will see a lowrider spinning its wheels. The car's back end will periodically swing out and strike anyone nearby. Ensure that your opponent is defeated by the car swinging out and hitting them. (The car's back end will swing whenever a big bassline hits.)
This can be done on Hard difficulty in a solo match, or (until March 16, 2010) in a ranked match.

Go to the Block arena. On the right side of the arena, you'll see a low rider bouncing. During bass hits, the car's tail end whips around, damaging all nearby. Get the low rider to finish off your opponent for this achievement.
