You unlock Troy Dollar by beating him in Build a Label.
Once you have him, do a Play Now fight in his office (Executive Suite). Then win the match without breaking the trophy rack on the left side of the suite.

do you have to do this on hard ? or is medium enough?

I don't remember what difficulty I did this on (the play now fight), but you can do the Build a Label on normal and you'll still unlock Troy Dollar.

Troy is a secret character, and you unlock him by beating him in Build a Label.
For this achievement, set up a match on the Executive Suite arena. From there, all you have to do is win the match without breaking the trophy rack on the left side of the arena. If it does break, just restart the fight. This can be done on any difficulty.
