You can buy all three of these Spikes at EastShore Docks Merchant (Approx 4111, 2256 on the map)
They cost 4525 Credits & 10 Paradise Territory Valor each.
Just buy them and use them. The achievement will then pop :).

an update - now its a free to play game...
now its easiliy to get this chievo:
one option:
using fast travel to muir processing plant, there you can find now the Echolon Vendor.
Vendor puchase required 10 points of Echolon Repution and 4505 scrips for every item
another option:
all fast travel stations with a supply box can having one the required items. so travel from station to station and watch out the offers of every box.
and the offers switching every hour, u can see the downtimer for the next offers, and try again travel to all fast travel stations.
this offered items do not require any of repution. only 2505 scrips. lower price and no reputation ;-)
