Can be gained early on if you wanted. At the start of the game, near the first base, there's a piece of broken motorway with a jump. Spawn a vehicle (press 'up' on the d-pad) and just drive off the end of the motorway again and again.
To speed things up take the muddy hill on the left when driving back over to the piece of broken motorway as you can get some 'air' when leaping off that too. Remember to press 'A' to use the turbo.
Took me about 20-25 min. You'll probably boost the stats on the vehicle as well while you're using it.

Any place to tell how much distance you have? I found the one pursuit showing 1k of jump distance, I'm hoping I missed seeing a spot showing the 5k.

This is unlocked by jumping a total of 5 kilometers in vehicles. This will come naturally just by driving a lot. However, if you want to work on this specifically, find yourself a big hill and keep jumping off of it. A good one is near the first base up in the northwest part of the map. There is a broken bridge near the downed ship that makes for a really good jump.
