This is a timed achievement in Chapter IV: A nice place to live.
Couple of minutes from the chapter start, you arrive at a quarry. To start the timed part, you need to interact with the excavation machine on the lower left, Mars rover on the other side and finally the elevator close to the excavator. From the moment you are able to move, you have 2 minutes to get to the elevator down there.
Main points are that you are not in a terrible hurry, run when you need to move and move carefully sideways when climbing. There's no need to take risky shortcuts.
