I managed to do this using Makomo, if you want to make this easier you can lower the cpu difficulty or play against a friend.
Open up with the full quick attack combo but before it finishes as she is spinning perform water wheel which will send your opponent into the air you can use a chase dash to continue the combo then use 2 quick attack and follow through with a second water wheel.
The inputs are XXXX, Tilt Left Stick+Y, B(with out tilting the stick), XX, Tilt Left Stick+Y

I also used my partners attacks since they add to your combo too to juggle the opponent while I was closing in

I think the easiest way is using Tanjiro special attack since by itself is a 21x combo so you just need to start a combo and then use the special attack
