This can be completed rather easily and quickly using a simple method. Each Career or Career+ session has the chance to unlock only one item regardless of how many tracks you complete or how long you play. One item is awarded after running out of lives, finishing the last world, or choosing "End Session" from the pause menu.
Begin a new career session on Highlands. Once the first track loads in, ride around the dirt path and pull off jumps using the lip on the shoulder of the path to get some air. Simple 360s or a front/backflips suffice just fine.
You don't need much rep, even 1000 or so rep is enough to unlock a common rarity item. Once you attain over a thousand rep, go through a checkpoint and then end the session from the start menu (or wreck until your out of lives) and you will unlock an item.
Hit "Retry Session" on that summary screen and repeat until you get to 25 items!

I have never posted a solution on here before. But today I found out if you put in the codes found here https://descenders.gamepedia.com/Items#Secret_Code into extras an in the redeem code selection you have up to about 29 items you can redeem. All you'll have to do after that is just go play a session an gain enough rep for a item an retire. An there you go 29 items without having to grind it out.

You should unlock one item each time you complete a career session regardless of how many levels you beat or rep you unlock. The more rep you earn, the more rare of an item you can unlock. You can start a career session and just crash five times (to lose the game - "REKT") to make this go by quicker. You also earn items for unlocking a sponsor and completing objectives.
