This is first possible on Mission 9 - Mississippi River.

Once you've got control of all 5 characters you simply need to execute a plan in showdown mode. So press up on your d-pad and just make each character move to a spot and then press Y to execute. Achievement will pop straight away.

This can only be earned during the 9th, 13th or 16th mission.

Even though it's possible to do this during the 9th or 13th mission, you won't have access to all your characters till you're close to the end. Therefore it's much easier to do this in the final mission.

To do this enter Showdown Mode using and simply plan an action with each character. You can make an elaborate plan to take out a bunch of enemies simultaneously or you can simply ask every character to move a couple of meters. Once you're ready execute your plan by pressing .
