This is quite an easy one really. The easiest way to do this would be to get the freeze ray and the the minion costume that causes the obstacles to be destroyed when they get hit with the freeze ray.
The other option is to get the Mega Minion upgrade and you will quite easy be able to get 20 despicable actions in a single Mega Minion power up session.

Mega minion makes this borderline insultingly easy, esp if you've upgraded a couple times and/or combined with the 'Referee' costume [which increases Mega Minion's duration by 10s] or the 'Quarterback' costume [increased drop rate for Mega Minion].

A Despicable Action is booting a minion out of the way. Most of the time all you need to do is be in the lane that they are in. In later levels you have to jump or slide in order to get them.
This will come naturally when playing through the game, as some of the latter levels require to get even more than 20 just for the first fruit.
The Mega Minion power-up can help tremendously with this. The more you level up this power-up, the longer the power-up lasts, which in turn, gives you more time to perform Despicable Actions.

This is pretty easy, if you see a minion (other than the on your playing as) go into their lane and slap them! You know you did it right if you see the minion on the screen (arcade style) and your despicable bonus increased. There is a power up call “The Giant Minion” witch you can do this very easily with the power up unlocked. Now you have to do this in one run not over time.
