To unlock the minion launcher, you must buy it from the Store for bananas (not sure the amount). After you purchase the minion launcher, it will appear at the beginning of each run for a cost of 750 bananas per turn. It will cost a total of 7,500 bananas spread across ten runs to unlock.

You can also pick up the odd free use of the launcher doing the daily/weekly challenges.

The Minion Launcher is at the start of a run. The cost is 750 bananas, but you need to purchase it from the store first for 500 bananas. (Thanks to Porsaanraato for confirming the figures).
You need to press the green icon that prompts you to use the launcher at the beginning of a run. Repeat 10 times for the achievement.
Every achievement is trackable in this game by looking at the white bar next to the achievement name. The higher the line, the closer you are. You can track them in the 'Achievements' section from in the Jelly Lab however, they seem to be more accurate when you use tap the Fruit tab and go across to the in-game achievements tab. Note that there are 48 here but only 20 are Xbox Live achievements.

Skorpion, XBA
The power-up itself will cost 500 bananas from the store and 750 bananas for each use, giving you a total of 8,000 bananas for this achievement. The game will notify you at the bottom of the screen at the beginning of each level if you want to use the launcher. You can upgrade the launcher to go further distances if you want.
