You have to knock out 1000 of the purple minions for this, You'll first start seeing them in El Machos Lair.
Quickest way to farm them is to have the Referee Minion and upgrade the Mega Minion as much as you can. If you just want these minions you can pick up the Mega minion that spawns near the start of most levels, knock out 20-30 evil minions at a time, crash and restart the level.
As with all these achievements, you can track your progress in the jelly lab menu by clicking the fruit at the top, clicking the achievements tab and scrolling down.

The earliest you see evil minions is level 50. Once you get there, you can start grinding this out as you play.
The Mega Minion power-up can help tremendously with this. The more you level up this power-up, the longer the power-up lasts, which in turn, gives you more time to knock out the minions.
