How to unlock the Bane of the Kell achievement in Destiny - Definitive Guide
Now, I did this on the mission "The Dark Within", which is mission three of the main story. Just as I got to the slope leading up to the Skywatch, I found two Fallen Dregs. I killed them, and carried on up the slope. Now the video starts just after I kill them, but if you look on the radar, I notice that there are enemies right where I had just previously killed some.
Sure enough, the two Fallen had respawned, and this time I had the higher ground so headshots were much simpler. As the video shows I kept on just walking away and coming back and they respawned every single time. I quit out the mission when I was done and came back in, and it happened all over again.
The video doesn't show the achievement pop, don't know if that's just something that the Game DVR doesn't record, but you can clearly see that I got it on my TA profile.
Something to consider when doing this to make it a bit easier for you!
Hunter Class is the best to choose as you'll find a sniper, but can be done in 5+ mins with any class.

Also; for those having trouble unlocking glitchy achievement do this:
Press the Menu button RB over to settings, highlight Log Out and choose Switch Profile (not Change Character). This will take you back to the game start screen, and once you press A, it will ask you to choose your Xbox Live profile.
Choose your profile and then choose your character from the character select screen. Any achievements that should have been unlocked will then unlock.

All the guides on here suggest Earth so I'm doing that later instead.
You can get this as early as the first level, A Guardian Rises. There are some 35-40 Fallen on the level, so as long as you are relatively precise, you shouldn't have a problem. You could also come back some other time, once you're more comfortable, or you can just wait for it to pop on its own since you are likely to do this quite a few times throughout the game.
A precision shot is essentially a critical hit, and in this instance requires a killing blow by headshot. If successful the enemy's head will disappear as a wisp of smoke escapes from their body. Fallen enemies are found mainly on Earth. This can be obtained during any story mission, or while doing a Patrol session. Probably best done with a Hunter using its sniper rifle, both for ease of the headshot itself and for keeping your distance so you won't get killed.
Precision kills on the Fallen require shooting at their heads. Vandals and Dregs will be the easiest to kill with precision shots. This will unlock during the mission, so you don’t have to go through the whole thing without dying. Scout rifles, hand cannons, and sniper rifles are the best weapons to use.
The following missions are the ones in which the Fallen appear. The tutorial mission or Restoration may be the best to do this, but this can also be done in Patrol missions. Where you first start patrol missions on Earth is a good place to do this.
