How to unlock the Fully Weaponized achievement in Destiny - Definitive Guide
The total amount of upgrade materials you will need for both an Exotic and Legendary weapon are as follows:
32 Weapon Parts
80 Upgrade Materials (Spinmetal, Spirit Bloom, Helium Filaments, or Relic Iron)
18 Ascendant Energy
However, there is at least one item that you can get in the base game called the Stranger's Rifle, which you can equip below the level 34 cap. This will allow you to level up the weapon and get the achievement. To get the weapon you need to beat the black garden mission on Mars. (I think this is considered the final story/campaign mission). You get the weapon from an Exo stranger after the mission.
The only tricky part to the upgrade is an Ascension that you need legendary marks for. These are not that hard to get, I think you get from various playlists, crucibles, and public events.

Edit: Another possible way is a deciphered anagram. Ive bought and had a exotic anagram rolled with less than a 40 requirement, so it might be possible to do the same with legendary items that you but of the ones Ive received they always were level 40.
Edit 2: Xur does sell exotics that equip at as low as level 20 but I dont know if exotics count for this like they do for the other legendary achievements.
The process to fully upgrade an Exotic or Legendary weapon is the same. You will need plenty of items and a lot of experience earned while the item is equipped. The experience you earn while the weapon is equipped will unlock the actual upgrade nodes, which you will then need to apply items to for the bonuses to activate. Each node takes ~20k experience to unlock. You'll need the following items to then activate all of the nodes:
- 32 Weapon Parts: these are obtained by dismantling higher level items that have been upgraded. If you have a weapon with upgrade slots available, it would be wise to equip it just before turning in a bounty to unlock the nodes, then dismantle it to get a few weapon parts. Greens will usually give about 3-5 and more for blues when the item is fully upgraded. You should have plenty of these by the time you even get your first Legendary item.
- 80 Upgrade Materials: the material required for each gun will be different, so be on the lookout while you play for any materials found on each of the worlds. You will need either Spinmetal (Earth), Helium Filaments (the Moon), Spirit Bloom (Venus), or Iron Ore (Mars).
- 18 Ascendant Energy: these can be obtained from dismantling upgraded Legendary or Exotic weapons, getting a Gold rating on Public Events, Daily/Weekly missions, or decrypting Legendary Engrams.
Once you have unlocked all the nodes and applied the necessary items to activate all the bonuses, the achievement will unlock.
Legendary weapons are acquired now through faction rank up packages, random drops, Raids, Heroic Strikes, and purchased from the Cryptarch. Using Legendary weapons gain XP and all XP gained contributes towards gaining the perks on the weapon. Completing bounties will contribute XP. Using Motes of Light will as well. The Gunsmith in the Tower also sells Primary, Special, and Heavy Telemetries. Those are consumables that will increase the amount of XP gained by a Primary, Special, or Heavy weapons for 30 minutes. The perks will then need to be purchased with glimmer, Weapon Parts (available from dismantling weapons or purchasing them from the Gunsmith), and Planetary Materials (Spinmetal, Helium Filaments, Spirit Bloom, Relic Iron, or Wormspore).
While most Legendary weapons are only available at rank 40, some are not. Completing Year 1 activities will give you a chance at a specific Legendary weapon. These weapon perks are a little different since there are more of them. In addition to that, Year 1 weapons need to be “ascended.” In some cases, this will require the use of Legendary Marks (easiest place to get them is from the Daily Crucible match), but most will require the use of Etheric Light (acquired from Skolas’ Revenge). While The Stranger’s Rifle, Murmur, and Vestian Dynasty are guaranteed by just playing the story, they require Legendary Marks to fully upgrade, and those are unavailable until you reach Rank 40. Year 1 raid weapons require the materials that you will acquire in Vault of Glass (Ascendant Shards/Energy) and Crota's End (Radiant Shards/Energy).
