Can be achieved in Santa Modesta. Go to the beach near Ed Schullys Motel and throw a human into the ocean. The achievement should pop.

You can get this achievement on the level Santa Modesta. Its the third level you unlock.
You wanna head to the motel that the pool party is at in the first mission. From there you should be right next to a beach with a handful of people on it. From there just chuck someone into the ocean and the achievement should pop.

In this video guide I will show you how to demonstrate Furon free spirit near a warning sign placed by the human authorities. To do this you need to be on level three, Santa Modesta. First look for the hotel since its big and easy to find. Once you find that there will be a beach behind it with a shark sign. Take a human and use your telekinesis to throw them into the water and the achievement will pop.

After you Complete the Santa Modesta Missions, you will Unlock the Area in Challenge/Free-Roam Mode. Enter here and from the Spawn-Point, just head Straight until you see the beach. There will be a Sign that says "Don't Feed The Sharks"

Here is my 100% Achievement guide and full walkthrough so you don't miss a thing.
After finishing the Santa Modesta main missions, you then unlock Free Roam.
So, go to free roam Santa Modesta and by Ed Schullys motel, is the beach.
(Its fairly obvious where the beach is)
All we need to do is grab literally anyone with your PK () and toss them in the sea.
Achievement unlocks, and if you still continue to watch the video, you see the best path to get the "Hop the Hoop" achievement too.

From the landing spot in the middle of the town, head towards the ocean where you should find a diner between you and the beach. As you reach the beach, you should find a lifeguard tower with a sign asking you not to feed the sharks. What you'll want to do is the opposite by picking up one of the humans and throwing them off into the water in the distance. It might take a few seconds after, but you'll get the trophy from doing this action.
