The Dashing Ability will be available after Mission 6: Aliens Stole my Brain Stem (Santa Modesta) and it allows you to make a shorter dash by pressing B.
After having this unlocked, you need to dodge a rocket shot at you while on foot. These are shot by the army soldiers that will carry rocket launchers. Wait for one of these soldiers to shoot at you and you see the rocket coming towards you with the icon, then use your dodge at the last minute to avoid it.

Are there certain levels that have rocket soldiers appear more often than others? Cannot seem to get them to show up in the earlier levels like Turnipseed Farm...

I first encountered rocket soldiers (and unlocked the achievement) when doing Mission 11's tower defense.

Here is my 100% Achievement guide and full walkthrough so you don't miss a thing.
You first get the Dashing Ability after Level 6 - Aliens Stole My Brain Stem.
To use it, just simply press
and as is in the name, Crypto does a little dash.
The first time you encounter soliders with Rockets is Level 11 - Tower Defense.
Just like the ship, you'll see when a rocket is coming towards you with an icon on screen that gets whiter the closer it gets to you.
As soon as its about to hit you, press to dash away, achievement unlocked.
Go to 2:28:10 in my part 1 video to see where and how to unlock this

In this video guide I will show you how to evade a rocket by dashing. Eventually you will get the dash ability from the story. You can upgrade it if you want to. Sometime down the story you will be attacked by army men with rocket launchers. Just wait for the rock to come close to you and dash by pressing the B button and the achievement will pop.
