This is by no means the first chance to earn this, but if you've been having trouble, I found the best location is during secret mission two, which is located in mission 3.
Fairly early on in mission 3 you'll make your way into some sewers. After clearing some roots, you'll be in a room with broken stairs leading up. Go to the bottom & into an alcove, where you will be able to look up & line up the glyph for the secret mission.
The secret mission is to prevent any of the red orb ant type enemies from escaping. I think they're called Ensuras or something. Anyway, you'll start with one spawning, then two. After defeating those, 3 will spawn together in a corner of the roof. I went in with a charged gun (level 2) as soon as they spawned, then used my Punchline devilbreaker attack & then started unleasing Red Queen combos. Because you're in a tight space & the gun/devil breaker chain at the start & sword combos, the meter should fill very fast. I got close to hitting SSS, so if you can keep them pinned in that corner, you may get that as well.
