In order to get Trish as a playable character you must first beat the game on hard mode with Dante. Once available Trish can be used on either Dante's or Lucia's missions. As the description says this can be done on any difficulty.

Lucia's campaign is quicker. It seems obvious but completing the last level through "mission select" menu doesn't work. However, it s registered so you can do every level in the order you want. My achievement unlocked at the end of mission 12 because l completed mission 13 before.

To play as Trish, you must first beat hard mode with Dante. After that she will become a playable character and can be used on either Dante's or Lucia's missions. Just beat the game on normal with her to unlock this achievement.
